DieselTrakker™ Module

As an importer, refiner, blending facility operator, terminal operator or logistics professional which handles diesel and distillate products, you are required by EPA regulations to keep records of certain transactions to document your compliance with the new regulations. The benefit to you is that if a batch of diesel is tested downstream and found to be off spec, having the required records can help you avoid a $32,500 per day penalty by proving the fuel was on spec when it was in your custody.

The reporting and recordkeeping requirements include:
  • Registration of facilities and entities with the EPA prior to producing and/or distributing ultra low sulfur diesel fuels.
  • Record-keeping, including having records of the sulfur content of the fuel handled in the distribution system, in order to provide a defense in the event non-compliant fuel is discovered in the system.
  • Production of "handoff" reports which summarize the transfer of regulated fuels from one Entity/Facility to the next Entity/Facility downstream. These Entity/Facility ID numbers are assigned by the EPA and used to track the movement of the fuels through the distribution chain.
  • Filing required reports quarterly and annually. The initial reporting period for on road diesel began on June 1, 2006. The first reports under the Designate & Track program were due February 28, 2007.

The DieselTrakker™ system module is designed to produce all the reports required to be submitted to the EPA under the ULSD program, including, but are not limited to, the following:

  • Overhead for Facility Level Reports, OH-DSF02
  • Overhead for Entity Level Reports, OH-DSE01
  • Designate & Track Handoff Report, DSF0500
  • Designate & Track Total Volume Report, DSF0600
  • Designate & Track Facility Compliance Calculation Report, DSF0700
  • MVNRLM (Motor Vehicle NonRoad Locomotive and Marine) Quarterly Handoff Report (program begins June 1, 2007)
